Dean Named for College of
Pharmacy and Nursing and
Allied Health Sciences
Beatrice Adderley-Kelly, Ph.D., RN,
has been appointed Dean of the College of
Pharmacy and Nursing and Allied Health Sciences.
As dean, Adderley-Kelly will be the chief
executive officer of the College charged with
enhancing the legacy of Howard University in
health sciences education, research and clinical
services.
She will work
with the College’s faculty, staff and students
to create an atmosphere of cohesiveness and
collaboration, to promote an environment that
fosters excellence in research, teaching, and
professional services, and coordinate faculty
activities to attain the educational objectives
and academic standards that will help the
College achieve and maintain accreditation for
its various academic programs.

Major
Leroy James to Serve as New Campus Police Chief
Major Leroy K. James,
has been
appointed Chief of the Howard University Campus
Police Department. In this critical leadership
position, Major James will oversee the
operations of Campus Police and is charged with
designing, implementing, managing and improving
services and programs which support and respond
to the safety and security of the Howard
University community.
Major James is a 27-year veteran with the Prince
George’s County Police Department. He recently
retired from his last position as the Commander
of District IV – Oxon Hill, where he oversaw a
precinct of more than 200 police officers and 11
civilian personnel. In addition, Major James is
an adjunct faculty member at Prince George’s
Community College. He holds an Associates of
Applied Sciences in Police Science from the
Community College U.S. Air Force, a Bachelor of
Science in Criminal Justice from the University
of Maryland and a Master of Science in Applied
Behavioral Science from Johns Hopkins
University.
Paul Musgrave
is the interim Associate Vice President for
Physical Facilities Management. Mr. Musgrave has
over 25 years of experience in the design,
development, and management of facility
operations, supply chain processes, system
integration, and organizational development for
a variety of large universities, healthcare
providers and manufacturers. His areas of
consulting expertise include: process
re-engineering, strategic sourcing, and
strategic planning. He also specializes in the
rapid analysis of a company’s supply chain,
purchasing processes and the delivery of
substantial cost savings associated with
implementing aggressive but realistic
performance improvement action plans. His
clients base includes: Howard University
Hospital (as Interim Chief Operating Officer),
Hurley Medical Center (as Interim Vice President
of Operations), Bank of Tokyo, EDS, Aetna, VHA,
and Baxter Healthcare.
